There was considerable interest in the PEPPOL project at the EXPP eInvoicing Summit in Barcelona on the 26th and 27th of September. This year’s event became international with government representatives from Brazil and Mexico describing e-Invoice strategies in their countries. The European Commission's aims with electronic invoicing, ePrior and the Norwegian approach was amongst the topics presented.

All suppliers selling to the Norwegian state must from next summer send their invoices electronically. One-man firms (like the local carpenter) rarely have their own eProcurement systems and need easy to use web tools where they can produce their invoices. Difi is now inviting suppliers offering web-based invoicing solutions to adapt their solutions to the Norwegian PEPPOL-enabled format for eInvoicing.

An important step towards realizing the EU-wide standard for eProcurement PEPPOL (Pan-European Public Procurement Online) was recently taken when Bergen Hospital Trust (Helse Bergen), received an electronic invoice from their supplier using the PEPPOL transport infrastructure (START). Bergen Hospital Trust is the first Norwegian receiver of an electronic invoice that has been transferred using the PEPPOL infrastructure.

The Norwegian Agency for Public Management and eGovernment (Difi) is opening up the private market of value added network providers (and others), allowing them to become access points for electronic invoicing. Instead of a single government managed access point, it has been decided to encourage the private sector to provide access points based around the PEPPOL infrastructure and related standards. This will make PEPPOL the backbone of public electronic invoicing in Norway. Electronic invoicing with the PEPPOL standard format will be compulsory for all state and regional health entities in Norway by July 1st 2012.

First PEPPOL Virtual Company Dossier created, sent, and approved

A couple of days ago the very first two electronic Virtual Company Dossiers (VCD) have been successfully created and submitted. Virtual Company Dossiers are standardized digital data packages used to prove qualification criteria of an economic operator in the procurement and contracting process. This is a major step towards pan-European public e-procurement, electronic data submission and interoperable data exchange which are main objectives of the Large Scale Pilot PEPPOL. The Austrian Federal Ministry of Finances (BMF) received the real-case VCD packages that have been created using the Austrian PEPPOL VCD system and the central European PEPPOL VCD system. Both systems have been developed by the beneficiary PEPPOL.AT as an implementation of PEPPOL specifications based on semantic technologies and the m2n Intelligence Management Framework.

The PEPPOL project reached an important milestone 1st of March when the first invoice was successfully transferred via PEPPOL solutions. It was The Swedish National Financial Management Authority (ESV) that received the invoice, issued by a Danish subcontractor Alfa1Lab. The transaction was done using the PEPPOL transport infrastructure for message transfer and the PEPPOL Business Interoperability Specifications (BIS) for process descriptions and document content. The invoice was successfully transferred and imported by ESV into the e-invoice workflow module of their ERP system, where it was approved and paid. ESV is already today working with domestic e-invoices and scanning of paper invoices.

With the first live transfer of an invoice via PEPPOL’s solutions, the PEPPOL project reached an important milestone on 1st March 2011. The Swedish National Financial Management Authority (ESV) received the invoice from a Danish subcontractor, Alfa1Lab. ESV expects to connect more suppliers through PEPPOL after this first transaction proved its feasibility and usefulness.

A tender on electronic signature published by Difi was recently won by the Polish company Unizeto. Through the Unizeto agreement Norwegian public entities will be able to check and validate eSignatures based on electronic IDs from more than 300 providers in Europe. The agreement between Difi and Unizeto was of course signed electronically.

PEPPOL has submitted a response to the Green Paper on e-Procurement, addressing many of the challenges identified. According to PEPPOL, one of the keys to increasing the use of e-Procurement is an integrated set of common standards covering the full electronic procurement process. We maintain it would help confidence and adoption of e-Procurement if the PEPPOL framework was fortified and built upon by EC policy.

PEPPOL Seeks Partner for Pilot Implementation Support

The PEPPOL project (Pan-European Public Procurement Online) has announced a call for proposals for a consultancy partner to provide support throughout the remaining pilot implementation phase of the project. Deadline for submission of proposals is the 1st of March 2011. A total budget up to € 2 million is foreseen available for the new partner with up to a 50 % or € 1 million EC contribution and an equal investment by the partner.
